The Republic of Moldova has been severely affected by the repercussions of the Russian war in Ukraine. This has significantly aggravated the energy and gas crisis that had already existed since the end of 2021 compared to 2020, import prices for gas are twelve times higher. End-user prices have increased from 4.5 Moldovan lei (about 24 cents) to 29 Moldovan lei (about EUR 1.54) per cubic meter between October 2020 and October 2022. Combined with extreme inflation, this poses immense challenges for many households.
Therefore, the programme "Promotion of Energy Security of Vulnerable Households in the Republic of Moldova" supports governmental efforts to mitigate the impacts of the energy crisis on vulnerable households in the Republic of Moldova. To ensure the affordability of energy supply, financial support is urgently needed. For this purpose, funds have been allocated to the government's Energy Vulnerability Reduction Fund (EVRF) program, defined by Law No. 241/2022, dated July 28th, 2022. This law aims at "preventing and combating the energy vulnerability of the population and increasing the accessibility of energy among vulnerable consumers, as well as promoting increasing energy efficiency”.
