
The German Federal Government has been assisting the Republic of Moldova since 1993 in its transition to democracy, the rule of law and a social market economy as well as in its efforts to move closer to the EU.
The German Federal Ministry for Economic Cooperation and Development (BMZ) has committed about 333 million euro via bilateral development cooperation to Moldova between 1993-2023, out of which 160 million euro in 2022-23. The last inter-governmental negotiations took place in 2023, when the BMZ committed 45 Mio. EUR for the period 2023-2024. Core areas of cooperation are `Sustainable economic development, training and employment´ and `Climate, energy, just transition´. In order to lend support to reform processes, all projects under Moldovan-German development cooperation give attention to, and promote, good governance as a cross-cutting issue. The focus is on anti-corruption and on human resources, aimed at building the capacity of government institutions. Moldova also benefits from numerous German and European regional programmes under the EU's Eastern Partnership.
For the implementation of its projects, the German Federal Ministry for Economic Cooperation and Development (BMZ) commissions so-called implementing organisations. In the field of technical cooperation, projects are implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and National Metrology Institute (PTB). In financial cooperation, they are implemented by KfW Development Bank.
Furthermore, the Embassy of the Federal Republic of Germany in Chişinău has the possibility to fund smaller, local projects in a flexible manner via micro grants.
The partnership between the two countries has many other dimensions: Within its projects, the German federal government cooperates with political foundations, non-governmental organisations, multilateral institutions as well as the private sector and churches. Furthermore, there are collaborations and exchanges between local government institutions on both sides.
