Increasing the involvement of citizens in local government act to improve the quality of public services and the environment. 

Activities planned: creation and capacity building of 7 local initiative groups (trainins, study visits), elaboration of 7 concept notes for application to the local Civic Initiatives Budget, promoting civic involvement for local development (activist's guide, promotional materials, round table, TV show).
