The MLPS project is structured around five specific objectives:

1. MIRD puts in place a coherent framework for the effective implementation of national regional development policy in priority sectors;

2. The capacities of RDCs and partner LPAs to plan, coordinate and implement are improved;

3. RDAs are capacitated to implement the public service projects developed within the regional sector programs;

4. Representatives of rayons, municipalities and local service providers benefit from demand-oriented trainings for the modernisation of local public services in the priority sectors;

5. Civil society participates in public projects.

• The project’s objective is to ensure improved conditions for a citizen-oriented implementation of regional development policy in priority sectors of local public service provision.

  
  

  The project supports Moldovan partners to improve local public services in rural areas in three priority sectors:

  • Water Supply and Sanitation (WSS);

  • Energy Efficiency (EE);

  • Solid Waste Management (SWM).

  
  

  Subsequently, the project’s technical assistance is operationalised at three levels:

  At the national level, the project supports the Ministry of Infrastructure and Regional Development (MIRD) in the participatory development of a coherent regional development strategy, in compliance with the legal framework and the EU standards.

  
  

  At the regional level, the project provides support to Regional Development Councils and sector working groups in enhancing their performance pertaining to integrative regional planning. Also, the project improves the capacities of all four regional development agencies (North, Centre, South and ATU Gagauzia) to plan and to implement participatory regional strategies, to set up integrated planning and to implement local infrastructure projects.

  
  

  At the local level, the project strengthens the capacities of the local public authorities as well as the ability of the local communities to monitor the procurement processes and implementation of the local infrastructure projects.

  
  

  In addition, the project implements two cross cutting measures. Namely, civil society organisations actively engage citizens to participate in the delivery of public services projects at all levels; and representatives of public authorities and service providers benefit from tailored trainings that help them to modernise local public services in the priority sectors.
