The objective shall be achieved via five, mutually supportive components:

- Citizen-oriented provision of basic services 

The improved capacities of rural communities will lead to an increased willingness and capability to implement inter-

community service delivery models (e.g. waste management, water and sanitation), resulting in a higher number of citizens benefiting from new and improved services and improved livelihood prospects.

- Integrated urban development

Strengthened capacities in the city administrations for the implementation of integrated sectoral planning processes with the participation of citizens and the preparation of infrastructure projects will result in a tangible improvement in the quality of life.

- Regional economic development

Improved framework conditions jointly created by public, private sector and civil society actors will contribute to the growth of Small and Medium Sized enterprises (SME) and the generation of employment and income and thus to improved prospects for the population of the partner rayons. 

- Vocational education and training

Vocational education and training in the partner rayons that is more strongly oriented towards the needs of enterprises and municipal administrations on the one hand increase the employability of the trained skilled workers, and on the other hand contributes to SME growth through improved competencies and to better service provision by the municipal administrations and community operating companies that are also covered by the training measures. This improves the socio-economic prospects for the population.

- Strengthening the capacity of economic development structures

The component aims to strengthen Moldovan economic development institutions in their capacities for the access of enterprises from Moldovan to international markets. As a result, institutionally established business promotion instruments will lead to greater economic dynamism, the growth of existing enterprises and the establishment of new ones, and thus to the creation of additional employment prospects in Moldovan communities. 


The project also contributes to the EU-funded program "EU4Moldova: Local Communities" in basic provision of municipal services and regional economic development with the aim of promoting municipal development, especially in the rayons of Edinet, Straseni and Leova.

Expected results

- new or further developed national policy documents for socio-economic development in Moldovan communities, based on learning experiences or needs of stakeholders at the local level, will be adopted.
