1. Facilitating the participation of citizens and civil society organizations in monitoring the decision-making process, public procurement procedures and ensuring administrative transparency of LPA, by creating and launching Citizen Monitoring Committees in 5 local communities in Cahul and Causeni districts;

2.Increasing citizen participation at local level and raising public awareness of corruption and its consequences through a social show, public discussion sessions and film and essay competitions;

3. Increasing the transparency of decision-making and the accountability of local elected officials and civil servants regarding the quality of administrative action in LPA.


Although in recent years the authorities are making considerable efforts to fight against corruption (especially in the field of justice), the impact felt by society is very small because according to data provided by the Corruption Radar, citizens are particularly concerned/affected by corruption in the health and education systems - where due to bureaucracy and lack of basic anti-corruption information, they are often tempted to pay bribes for solving the problems they face. 

At the same time, the communication and information campaigns of NIAS 2017-2020 had a too technical language that was not always assimilated by the target groups. In the project's conception, social theatre and creative arts can serve as prominent vehicle for fighting corruption and social change among the population, especially young people. Young people today are more likely to become informed and involved in social life through music, social media videos, online games, etc. Creative arts have the ability to resonate with young people and inspire them to re-examine and challenge previous societal ideas and values (harmful practices of corruption for example) and can drive to action for having positive changes from their side.

This is why, starting with the characteristics of Cahul and Causeni districts, but also from the statutory objectives of ECOU CSO, we propose, through social theatre and creative arts, to carry out activities that raise awareness among citizens, especially young people, about corruption and the damage of this harmful phenomenon for Moldovan society as a whole and for each individual citizen. 

At the same time, ECOU CSO and the implementing partners of the project will develop mechanisms of civic involvement that will aim to develop an active position among citizens in preventing and fighting corruption, especially on the transparency of the public procurement process of local public authorities.

Cahul and Causeni districts, especially in the mun. Cahul and Causeni, as well as in at least 6 villages/communes in the two districts.

The beneficiaries of the project are citizens and local communities from Cahul and Causeni districts, especially from the mun. Cahul and
or. Cahul, as well as from 3 villages / communes in the two districts, where Citizens’ Monitoring Committees will be created and launched.

The project team will carry out the project activities based on the principles of non-discrimination, gender equality and inclusion and will aim to involve in the project activities especially young people, women and refugees from Ukraine.

Quantitative:

·        5 Citizens’ Monitoring Committees (CCM) are created and launched in 2 cities and 3 villages / communes in Cahul and Causeni districts;

·        The minimum of 75 persons are trained to monitor local decision-making process, public procurement procedures and ensure administrative transparency of LPA;

·        The minimum of 60 active citizens are involved in the monitoring activities carried out by the 5 CCM;

·        5 meetings for the establishment of CCM, with the participation of about 60 persons are held;

·        5 local round tables are organized, with the participation of about 100 people;

·        15 trainings for the empowerment of CCM members, 3 trainings for each CCM are conducted;

·        1 Regional Forum of the CCM is organized, with the participation of 50 persons;

·        The social theatre performance “am I corrupt?” is performed, with a total audience of about 800 spectators;

·        9 sessions of discussion on corruption;

·        1 short film competition, with the participation of at least 20 young people aged 15-21 years is made;

·        1 essay contest, with the participation of at least 20 children aged 10-14 years;

·        1 launch conference and 1 conference to sum up the project activities.

Qualitative:

·        Will increase the participation of citizens and civil society organizations in monitoring of the decision-making process, procurement procedures and ensure administrative transparency of LPA by setting up and launching the citizens' Monitoring Committees;

·        Will increase citizen participation at local level and raise public awareness on corruption and the consequences of this phenomenon;

Will increase the degree of decision-making transparency and public responsibility of local elected officials and public officials on the quality of the administrative act in LPA.
