Specific objective 1. Increasing knowledge and skills of regional and local CSO representatives in the area of counteraction and fight against corruption, as well as project management with the component of anti-corruption measures

Specific objective 2. Increasing the capacity of regional and local CSOs in the area of anti-corruption by providing financial and institutional support to local civil society organizations.

Specific objective 3. Strengthening the institutional capacity and networking of local CSOs with representatives of various institutional levels and citizens in the South and ATU Gagauzia development regions in the field of combating corruption.

The Ministry of Justice has presented the Strategy for the Reform of the Justice System and the Fight against Corruption for years 2021-2022. Also in Moldova, an independent advisory committee on the fight against corruption began its activities, which can be strengthened at the regional level in the form of anti-corruption coalition groups created within the framework of this project. Experts, specialists and activists in the field of anti-corruption counteraction will be invited to these groups.

The main tasks of the anti-corruption coalition groups are to conduct constant anti-corruption monitoring of the activities of local authorities, conduct an independent anti-corruption expertise of draft regulatory legal acts.

Through training, it is planned to strengthen the anti-corruption capacity of regional and local CSOs in the direction of filling institutional gaps in building a perspective anti-corruption infrastructure. The development of networking for coordination and communication between CSOs, anti-corruption coalition groups and representatives at various institutional levels will help establish mechanisms for control, supervision and prevention of corruption risks.

The proposed project is based on actions to launch and administer a regional grant scheme that will enhance the competence of civil society organizations and enable them to apply the knowledge gained from capacity building activities in practice. Thanks to the sub-granting action, all districts from the South Development Region and ATU Gagauzia Development Region will be covered. It is assumed that local civil society organizations will be able and interested in the implementation of local projects in relevant areas for the large-scale involvement of civil society in the construction of anti-corruption infrastructure.

·        Elaboration of a training program for three modules.

·        Conducting training in three modules:

·        Development of the regulations for project proposals. Preparation of a package of documents for potential grantees.

·        Conducting an information campaign for potential grantees in two development regions - the South and ATU Gagauzia with the involvement of Regional Development Agencies (speeches at 3 presentations in 3 districts of the South of Moldova. 1 for (Comrat, Ceadir-Lunga, Taraclia and Basarabeasca), 1 for (Cahul, Leovo, Cantemir), 1 for (Cimislia, Causeni, Stefan-Voda).

·        Selection and signing of contracts with grantees (4 grants up to EUR 30,000; 4 grants up to EUR 25,000; 13 grants up to EUR 10,000). The final number of grantees may vary, at least 16 grant contracts will be signed.

·        Conducting implementation of a mentorship program, including individual consultation with an expert for grantees. After completing the second and third modules, representatives of grantee organizations will have the opportunity to receive individual consultation and support from experts in order to develop specific internal documents (plans and strategies) that will allow the organization to work more efficiently and transparently, as well as create working measures to prevent corruption both internally and in the whole community. In total, 128 days of individual counseling are planned, at the rate of 8 days for 16 grantees.

·        Monitoring the implementation of projects and advising grantees. On an ongoing basis, the project team will provide support for grantees at the stage of project implementation.

·        Promotion of the results of grantees’ projects. The communications specialist will cover and promote the actions of the grantees' projects on the official website of the organization and on the social networks of the partners. Thematic pages will be created and will be used collaboration with the mass media in the Southern region and ATU Gagauzia. At least 4 videos and 30 articles will be produced.

·        Facilitation of networking between main project beneficiaries and regional CSOs with representatives of various institutional levels and citizens in the South and ATU Gagauzia development regions in the field of combating corruption holding 4 meetings (2 online meetings and 2 meetings in offline format).

·        Presentation of the project results at the final conference.

         presentation of the activities results of the anti-corruption coalition groups.

·        Visual coverage of the actions of anti-corruption coalition groups will be covered in the media and Internet resources. At least 2 articles will be published.

Production of 1 animated video clip (in Russian and Romanian languages).

2. Strengthening anti-corruption mechanisms by strengthening the capacity, responsibility and transparency of public institutions specialized in fighting corruption, improving their inter-institutional coordination, communication and cooperation, intensifying their dialogue with civil society

3. Providing support for the implementation of the National Integrity and Anti-Corruption Strategy 2017-2020 in at least three sectors with a high risk of corruption and in one of the main pillars, such as the justice sector, together with the adoption and launch of the implementation of the next anti-corruption strategy .

4. Implementation of Local grant programs for CSO’s of the South region.

5. Training and mentoring of selected CSO’s on LGP in the topic of anti-corruption and increasing the potential of local CSO’s.
