1. Ensuring transparency and analyzing aspects of the efficient use of public money regarding the implementation of public procurement procedures by IMSP Ungheni District Hospital, ensuring competition and combating anti-competitive practices for the year 2022, the 1st quarter of 2023.

2. Informing and raising the awareness of citizens in monitoring the anti-corruption policies for public procurement for the year 2022 by IMSP Ungheni District Hospital, adoption and implementation of decisions, spending of budget funds for the 10-month period of project implementation 2022-2023.

The following activities will be organized during the monthly project:

1. Informative and participatory meetings with the project working group and partners. Together we will develop explanatory instructions regarding the organization and development of the project, which will reflect in detail, on stages and steps the development of work methodologies, questionnaires, planning.

2. Training course for the persons who will conduct the monitoring in the field of public procurement monitoring.

The selected persons who will conduct the monitoring will be independent, with no conflicts of interest in monitoring the institution. Courses with the duration of 40 hours within a 6-day camping will be organized. 

3. Identification, collection and exchange of best practices and supporting tools for the adoption of public procurement procedures.

We will have guidance to exchange experience with successful practices in monitoring public procurement in Galați, Romania.

As a result of this experience, a Collaboration Agreement will be established with the Lower Danube University in Galati, the Transfrontier Faculty.

4. Monitoring of public procurement planning, execution and post-execution processes.

5. Information campaign. Production of media products and their distribution. 4 articles, 2 podcasts, 4 postcards, video will be developed and published in the local press in Ungheni.

6. Development and application of 50 anonymous questionnaires for patients, economic agents, staff at IMSP Ungheni District Hospital.

Patients, economic agents, Ungheni District Hospital staff will be interviewed anonymously for different periods of time by a specialist qualified in surveys, so that we will then have 50 complete questionnaires.

7. Elaboration and publication of the Public Procurement Monitoring Report at IMSP Ungheni District Hospital.

This information will be published on the web page of IMSP Spitalul Ungheni District Hospital https://www.srungheni.md and the Facebook page of the Association.

8. Project Evaluation Conference.

At the end of the project there will be 50 guests: representatives of the financier, managers of public institutions, economic agents, civic activists, media representatives and recent partners.


Direct beneficiaries: IMSP Spitalul Ungheni District, 20 persons who conduct the monitoring process are trained for public procurement working groups in Ungheni district.

Indirect beneficiaries: patients, economic agents, mass media, Ungheni District Council.

Quantitative results:

• 20 monitoring persons are trained and certified in the field;

• elaboration of 50 anonymous questionnaires;

• exchange of experience for 7 main actors in public procurement monitoring, trained in project activities.

• 2 thematic pages in the local press.

• 1 public procurement monitoring report of IMSP Ungheni District Hospital.

• Qualitative results:

• Knowledge and skills of public authorities, institutions and civil society in the field of public procurement are improved and provided with knowledge certification.

• The confidence of economic operators and civil society in public procurement processes for the interest of the citizens of Ungheni district is strengthened.

• Training programs and certified participants are organised.

• An innovative practice for Ungheni in the field is obtained.

• The image of the CSO is increased.


The organisation will contribute to ensuring the implementation of the corruption risk assessment within IMSP Ungheni District Hospital through training and consultation, monitoring and analysis of public procurement procedures for the 2022 period.
