Specific objective 1: empowering 18 representatives from 2 localities (Micleuseni and Vorniceni) and members of Local Transparency Councils Straseni(LTC)  in the first 3 months of the project through 6 (2x2x2) training events in order to prevent the risks of corruption in the education sector at local level;

Specific Objective 2: Mobilization and active involvement in months 4 -5 of the project of 40 citizens (parents) and young people from 2 selected localities in the simulation of procurement processes, selection and contracting of winners from the simulated procurement, school budget training, prevention and fight against corruption in education, with the participation of Straseni LTC members in these simulations;

Specific Objective 3: To raise awareness and educate through interactive and dynamic activities 40 young people from 2 selected localities, in 4 events planned in months 5-8 of the project, on the role of citizens in combating negative effects and ways to prevent corruption in education. Representatives of Straseni LTC will participate in one of the localities in the planned activities.

The phenomenon of corruption is an obstacle to local, national or regional economic development. By diverting resources away from economically productive outcomes, it undermines the efficiency of public spending. Moreover, especially when public resources are limited, corruption undermines the sustainability of public budgets and reduces public funds for investment.

Transparency and citizen participation are key tools in developing good governance both nationally and locally. Both contribute to creating the necessary conditions for citizens to understand and evaluate the decisions that local public administrations (LPAs) make on their behalf, as well as to ensure that their own needs and opinions are taken into account in the decision-making process.

Citizens or parents of children enrolled in the education system, especially those in rural areas, do not know that in modern society, participation is not limited to electoral processes, but is also a form of control and moderation of power entrusted to political representatives through the forms and mechanisms of citizen participation, to strengthen and cultivate the democratic life of society. Moreover, citizens are not aware that participation is a social act and anyone who wants to can participate exclusively, privately or individually for themselves in decision-making or in local council meetings.

In order to analyse the problem in more depth and to offer concrete solutions, the project's activities include questioning parents who have children enrolled in local educational institutions to find out their real problems. The questionnaires will also identify the problems that parents imagine and how these can be tackled through the training they will attend. The questionnaires will also be filled in after the training sessions in order to observe differences in perception, thinking and approach to problems in the education sector.

Carrying out the activities of the project we aim at conducting training sessions with citizens, young people and key actors in the region and at local level to contribute to the awareness of the problem, providing viable solutions to prevent and stop corruption in the education sector and beyond.

Straseni municipality, Micleuseni and Vorniceni localities from Straseni district 

The beneficiaries of the project are divided into several distinct categories:

ü  Representatives of LPA from the two localities (Micleuseni and Vorniceni);

ü  Representatives from Straseni LTC;

ü  Representatives from education and other sectors at high risk of corruption;

ü  4 civil society representatives from the two localities and representatives from Straseni LTC;

ü  40 citizens (parents) from the 2 selected localities, including women, ethnic and religious minorities who have children enrolled in educational institutions in the locality;

ü  40 young people from 2 selected localities;

Young people, beneficiary citizens and representatives from Straseni LTC who will participate in the debates after watching the videos on preventing and stopping corruption;

Project partners at regional/local level:

Following the implementation of the activities proposed within the project, we expect to achieve the following results:

Quantitative:

ü  3 preparatory working meetings at the town halls of Straseni, Vorniceni and Micleuseni (9 participants per locality) and with 3 LPA representatives, 2 representatives from the education sector, 4 parents whose children attend local educational institutions, including representatives from Straseni LTC;

ü  2 information and training sessions for 18 LPA representatives, representatives from the education sector, representatives of civil society, including representatives from Straseni LTC;

ü  2 activities to watch thematic videos on identifying and fighting corruption, following which will be organized thematic anti-corruption debates and lessons learned;

ü  At least 80 citizens (parents) from the 3 localities surveyed through online questionnaires about the problems of the local education sector and how they perceive corruption in the field; the questioning will be carried out in the initial phase of the project and at the end of it, in order to observe the progress in addressing the phenomenon of corruption and its perception;

ü  2 trainings with an expert in public policy and anti-corruption for citizens (parents) (20x20) from both localities and interested members of Straseni LTC;

ü  An event to raise awareness and awareness of 20 students from each locality, with the involvement of local Straseni LTC members, about the role of young people in the process of preventing and stopping corruption at local level in the education sector;

ü  2 contests in the 2 localities with the involvement of young people and students from local educational institutions: The role of young people in community development by identifying and eliminating corruption in the education sector!

ü  Prizes offered for places 1, 2, 3 following the competition; mentions for the other positions;

ü  A local youth council created to be responsible for preventing corruption in education and disclosing it when detected.

ü  Elaboration of a poster with the main rules for preventing and stopping corruption that will be multiplied and placed in at least 20 public spaces in each locality;

Qualitative:

ü  Representatives of the Local Public Administration and Straseni LTC will learn how to maintain an open relationship with citizens and how to increase transparency in the town hall and council;

ü  Higher degree of involvement of the population (parents) in decision-making and approval of expenses in the education sector;

ü  Increase citizens' confidence in LPA representatives and strengthen their cooperation with Straseni LTC members;

ü  Involve citizens more actively in detecting cases of corruption, informing the  authorized bodies and fighting them;

ü  Young people and pupils informed and ready to get involved in local decision-making processes;

ü  Citizens will know the risks to which they are exposed if they participate in corruption actions;

ü  Lower risk of corruption in education and other vulnerable sectors;

Empowering and strengthening Straseni LTC members in creating a platform for discussion of corruption related problems, monitoring local policies and identifying solutions from different vulnerable sectors.

Empowering adults and young people through active and constructive participation in the day-to-day processes of managing the education system at local level to detect and eliminate corruption.
