Increasing transparency and reducing the level of corruption in the process of obtaining subsidies, by informing small and medium farmers from Orhei district about the possibility of using e-government principles and raising awareness among decision-makers about the need to fully swich to the online submission system.

FARM project in partnership with AIPA team aims to develop a guide, in accordance with the law and subsidy regulations where the method and mechanism of work of the "file online" service is explained step by step - a function integrated on the web page: www.aipa.gov.md, through which the farmers can submit online the package of documents for obtaining subsidies.  

The guide will be promoted among farmers in Orhei district by organizing information sessions on the principles of e-government, as well as mechanisms to combat corruption, among farmers and AIPA employees, thus the transparency will be increased and the corruptible phenomenon will be diminished when obtaining agricultural subsidies in Orhei district.


Orhei District - Berezlogi (Berezlogi, Hijdieni), Chiperceni (Chiperceni, Andreevca, Vorotet), Isacova (Isacova), Jora de Mijloc (Jora de Mijloc, Jora de Jos, Jora de Sus, Lopatna), Puţintei (Putintei, Discova, Viprova) ), Zorile (Zorile, Inculet, Ocnita-Tarani), Teleseu, Mitoc, Pelivan, Susleni

150 farmers from ten localities of Orhei district, which have a micro, small and medium economic size, and 40% of them are women and young people between 18 and 40 years old.

Development of a transparent, accessible and simplified mechanism available to farmers across the country 

Small and medium farmers from 10 administrative territorial units of Orhei district are directly informed about the transparency process in obtaining AIPA subsidies.

Indirect information, through online platforms, of more than 5,000 members of the Moldovan Farmers' Federation regarding the process of completing the files for AIPA.

Improving the technical and procedural regulations for the application of files online.

The implementation of the e-governance principle that increases the transparency of the process of obtaining subsidies (beneficiaries can follow online the legibility or ineligibility of applicants, as well as the verification of permissive certificates).

Increased awareness of farmers in the Orhei district regarding zero tolerance towards corrupt acts.


Direct communication to 150 farmers from Orhei district about the mechanism of submitting online applications for obtaining subsidies. 

Popularization of e-governance principles among farmers and training them on how to get involved in the process of preventing corruption when obtaining subsidies.  

Inform indirectly more than 5000 members of the Federation of Farmers of Moldova "FARM" about e-governance mechanisms and methods to reduce corruption.
