Objective 1. Improving the level of information of citizens regarding access to medical services and prevention of corruption in the healthcare system.

Objective 2. Promoting the values of integrity and honesty of employees in the healthcare system.


According to "Perception of Human Rights in the Republic of Moldova"  study conducted in 2021 at the request of the Office of the Ombudsman, the right to health is considered by 71.6% respondents as the most important. At the same time, this study reveals that, in the perception of citizens, corruption significantly affects the observance of this right. A medical system plagued by corruption has little capacity to ensure effective and good quality medical care for people who need it most – the elderly, those with low income and people suffering from chronic diseases.  Informal payments (bribes) further limit the access of these categories to the medical services, regardless of whether they have a health insurance policy or not. The same study reveals that vulnerable people is also the category with the lowest level of information on their rights and their claim. Because corruption in the health care system is deeply rooted in our society, there are necessary multidimensional interventions (legislative, legal, managerial, informative, etc.), consistent and long-lasting. "Copiii Ploii" Association will contribute to the prevention and fight against corruption by informing citizens, on the one hand, and promoting integrity values among health professionals, on the other hand.

The approach proposed by "Copiii Ploii" CSO is based on the fact that the phenomenon of bribery in the medical system is maintained from two directions, both from doctors and patients, and the intervention  involving both parties (doctors and patients) will have an impact on reducing corruption.

"Copiii Ploii" CSO will implement this project in Ialoveni district.

By piloting the proposed approach at the local level, we will be able to test the effect of the proposed measures, we will analyse and improve them, and based on the lessons learned and the experience gained, we propose to expand such activities nationwide.
