General objective

The goal of the project is  Better use is made of regional cooperation in the Eastern Partnership states to implement administrative reforms in harmony with the SIGMA principles.” The project is implemented via 4 sub-measures, including:

Specific Objectives:

·       to support the public sector in EaP countries in a more in-depth and even more practice-oriented way in the development of modern training approaches through regular mutual exchange of expertise and targeted capacity development

·       to further strengthen the parliament’s administrations thematically and functionally;

·       to foster regional exchange and synergies of concepts, experiences and knowledge on re-engineering of public services and contribute to the improvement of the performance of public institutions;

·       to further empower and network actors and authorities in EaP countries involved in the digitalization of public services

Established in 2009, the Eastern Partnership aims to strengthen the European Union’s (EU) cooperation with Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. An accountable public administration, both at central and local levels, is key to democratic governance and inclusive economic development. The governments of the Eastern Partnership countries face major tasks in communicating and successfully implementing the required deep and complex reforms. Benefitting from the EU association processes that are clearly perceptible to the population through accelerated successes remains a key challenge.

Democracy and good governance are key drivers for the Eastern Partnership cross-country cooperation. Hence, financed by the GIZ Regional Fund, the “Administrative Reform in the Eastern Partnership Countries” project attaches great importance to the cross-cutting reform processes in public administration. While country-specific political dynamics and the SIGMA* principles promoting a well-functioning public administration and reporting system. The sub-measures will contribute to the following areas of action:

1. Increasing the potential of the EaP countries in the cross-national exchange of experience in the design and implementation of administrative reforms.

2. Enhancing the competencies of decision-makers, civil servants, and public employees to upscale their performance in the implementation of administrative reforms.

3. Disseminating the administrative reform developments through advancing digitalization and e-governance

Regional program covering Armenia, Azerbaijan, Georgia, Moldova, Ukraine and Belarus 

The target group consists of experts and managers in public administration (intermediaries) as key actors for the provision of citizen-centred services. Beyond this, the population of the six Eastern Partnership states (Armenia 2.9 million, Azerbaijan 10.3 million, Belarus 9.4 million, Georgia 3.7 million, Moldova 3.5 million, Ukraine 41.9 million) also benefits from the module.
