Strengthening the capacities
of the Republic of Moldova’s public administration for implementing the
government programme in line with the EU-Moldova Association Agreement.
The ”Policy Advisory Fund” technical cooperation project
draws on the current government’s willingness to reform by providing targeted
support to develop capacities and skills within Moldova’s government
institutions and among its government representatives. The measure additionally
builds on the potential for mobilising the Moldovan diaspora in various
European countries for Moldova’s socio-economic development.
To support the Republic of Moldova’s public administration
in implementing the government programme in accordance with the EU Association
Agreement, the project’s capacity development strategy holistically addresses
the levels of individuals, organisations and society. This is ensured by its
high level of thematic flexibility, which makes it possible to address specific
partner needs in a potential-oriented manner during implementation of the
project. At the societal level, the project aims to improve the national legal,
financial and political framework for implementing the government programme,
based on the principles of good governance, rule of law and transparency.
Improved horizontal cooperation between institutions at central level are also
promoted during the lifespan of the project. At the organisation level, public
administration institutions receive advice on how to design their
organisational and operational structures in a more efficient, transparent and
citizen-oriented manner. The individual level focuses on building the skills of
experts and managers in all participating institutions. This is achieved
through targeted training measures and through target group-specific advisory
and exchange formats. As part of the capacity development strategy, advisory
services are explicitly mainstreamed to disseminate information on
gender-sensitive approaches and ensuring the equal participation of all social
groups in decision-making processes in line with the LNOB principle of the 2030
Agenda.

country and abroad who are affected by administrative actions benefit from the
measure through these intermediaries.

(1) Improved conditions for applying the
government’s strategic planning framework by supporting the development of
strategic policy documents (ex. National Development Program 2025 - 2027), as
well as implementing training activities in the area of strategic planning,
that will empower civil servants with needed skills to develop inclusive and
responsive policy documents.
(2) Strengthened
institutional capacities of the stakeholder for effective governance and EU
integration through expertise in EU legislation transposition, civil society
engagement, and knowledge exchange with advanced candidate countries and EU
Member States;
(3) Enhanced support for the
reintegration of returnees and engagement of the Moldovan diaspora through
institutional capacity-building of the Diaspora Relations Bureau. New programs
and initiatives facilitating transfer of knowledge and expertise diaspora
gained abroad for modernizing their communities back at home developed and
implemented.
The action contributes to a more effective and efficient public
administration in the Republic of Moldova, enhancing its capacity to implement
the government program in alignment with the EU Association Agreement,
ultimately supporting the country’s European integration process.
