The buildings sector represents 55% of final energy consumption in Moldova. The public building stock in Moldova is characterized by high energy intensity and low level of comfort, often with a need for extensive renovation. Most of them have been built during the Soviet era and are unable to provide satisfactory thermal comfort conditions whether during the winter or the summer. As a result, the Government of the Republic of Moldova has declared the energy efficiency renovation of public buildings one of its top priorities. Moldova accelerated energy sector reforms under difficult circumstances. The country has embarked on a reform path to enable security of energy supply and energy diversification. In the face of the energy crisis and energy affordability challenges, Moldova continued making progress in the field of energy efficiency.
Improving energy efficiency of buildings is the second priority action of the Moldovan Government, as stated in the National Plan of the Government “Building a European Moldova”. The Moldovan Government’s goal is to enhance the country’s energy security and reduce its energy dependence, while at the same time cutting expenditures for rising energy costs.
German Development Cooperation is committed to support Moldova in improving energy efficiency in public buildings.
Improving the energy efficiency of public buildings will generate multiple benefits in Moldova:
- reduction of the country’s energy dependence, in a context where buildings account for 50% of the final energy consumed.
- reduction of greenhouse gas emissions (energy mix based mainly on gas).
- reduction of energy expenditure by public authorities.
- improved occupancy conditions and thermal comfort for building users.
- strengthening the ecosystem of local private actors (job creators) in the sector.
The Project is implemented under the Joint European Framework for International Cooperation (JEFIC) framework, with AFD as lead-co-financier (JEFIC Co-Financing Agreement was signed on 06.03.2025). The foreseen financial contribution of AFD represents EUR 30.0 million (long-term concessional loan).
The Financing Agreements between German Development Bank KfW, the Republic of Moldova (represented by the Ministry of Energy) and Moldova Energy Projects Implementation Unit (as Project Implementing Agency) were signed on March 25, 2025.
During 2025, MEPIU formally established the Project Management Unit (PMU) dedicated exclusively to the INSPIREE Project. In September 2025, the Project Implementation Agreement between the Ministry of Energy, the Ministry of Education and Research, the Ministry of Health, MEPIU, and CNED was signed. Additionally, 21 Memoranda of Understanding (MoUs) were signed with beneficiary institutions—11 in the education sector and 10 in the health sector.
At the same time, the procurement process was launched for consultancy services, including the Project Implementation Consultant, energy audits, and technical assessment services.
For 2026, 30 energy audits and technical assessments of the buildings are planned to be carried out, with renovation works tentatively scheduled to begin in 2027.
