The Republic of Moldova is on a reform-oriented course with the aim of moving closer to the EU. However, the pro-European orientation and political change are accompanied by many challenges: the threat of Russia's war of aggression in neighbouring Ukraine, high inflation and the difficult economic situation are being used by the opposition and conservative circles to discredit political projects and the aspirations for EU membership.
In addition to targeted disinformation campaigns in online and offline media, paid protest events in the capital are also used for this purpose. There is a lack of state capacity to reliably identify and analyse disinformation and take appropriate countermeasures. There is also a lack of skills to carry out proactive and target group-oriented communication work in a coordinated and strategic manner in favor of the government's political reform work.
To this end, the government's planned new "Center for Strategic Communication and Combatting Disinformation" will be supported in its operationalization. Concrete capacity development measures aimed at government professionals and managers will strengthen their capacities to combat disinformation. This includes analytical and technological aspects, as well as close and coordinated cooperation with other state entities.
Close cooperation will be established with the neighbouring countries such as Ukraine, Romania and the Baltic States, for a targeted exchange of experience on strategies and operational structures for dealing with (Russian-speaking) disinformation. By advising on the implementation of communication plans around key political events and by supporting the implementation of pilot campaigns on relevant social and political issues, the project makes an important contribution to the Moldovan government's ability to communicate in a way that is appropriate and gender-responsive for identified target groups.
