Integration of (ambitious) national climate protection targets into national development strategies of the partner country.

Within the framework of the International Climate Initiative (IKI), the German Government commissioned GIZ to implement the regional program “Capacity Development for Climate Policy in the Countries of South East, Eastern Europe, the South Caucasus and Central Asia, Phase III” (CDCPIII). The program supports the development of processes, methodologies and instruments for long-term decarbonization planning and the integration into national targets to tackle climate change while also achieving economic transformation targets. It strengthens the capacities of public decision-makers and institutions for the application of necessary integrated and inter-institutional planning processes. Effective knowledge management leads to multiplier effects in other countries of the project region and at international level. In addition, individual and small cooperation projects are implemented in the project region to strengthen capacities for ambitious climate policy. While the program contributes to implementing national climate and environment protection efforts in the partner countries, it simultaneously supports the development of sustainable, competitive economic systems.In four key partner countries and regions including the Republic of Moldova, the project cooperates with the respective governments to support the implementation of measures to raise awareness and capacities among decision-makers for effective climate protection policy and the improvement of national framework conditions. This helps to improve national climate protection targets and integrate them into national development strategies. In addition, the advisory services provided by CDCPIII support the implementation of air-related chapters of the Association Agreements (AA).

In Moldova, CDCPIII focuses on supporting the approximation of selected EU air and climate-related Directives in the frame of the AA between the Republic of Moldova and the EU. The project focuses its contributions and advisory support on three major processes, which are closely interlinked: i) approximation of Air Quality Directives; ii) transposition of Industrial Emissions Directive; iii) Approximation of the Volatile Organic Compound (VOC) emissions limitations Directives
