Moldovan Public Administration’s performance in the areas of Strategy, Human Resources Management and Service Delivery has improved

The project "Attractive and Efficient Public Administration" supports the Moldovan government in strengthening the capacities of its public administration. Key intervention areas are the strengthening of strategic governance capacity in the context of the EU accession process, the improvement of civil service management and the creation of better conditions for the provision of administrative services. The main partners of the project are the State Chancellery and the Ministry of Finance. 

The project is strengthening Moldova’s centre of government in its ability to steer and implement reforms in a strategic and efficient manner. Support will focus on implementing priorities from Moldova’s Strategies on Public Administration and Public Finance. The project facilitates direct exchange with the most recent EU accession countries as well as with other candidate countries to enable peer-learning between practitioners and complement EU-integration support focused on legal alignment. Reforming the civil service is key to success of overall public administration reform. The project works both on the overall framework to establish a modern Human Resource Management within public administration as well as on advancing the level of expertise of civil servants by improving the administration’s training system. Better human resource planning as well as a merit-based system of recruitment and promotion aim to improve the attractiveness and performance of the civil service. The administration’s service delivery to the citizens will profit from process redesign and digitalisation. The establishment of centres for unified provision of public services not only improve digital inclusion but also ensures that those who might otherwise be left behind are accompanied in the process of digital transformation. Finally, the State Chancellery is supported in its effort to establish more efficient subnational administrative structures and improve coordination between the national and subnational levels.
